It was a recommendation in the Leitch Review of Skills and is a key driver for integrating employment and skills services, ensuring they work together to meet the needs of the economy, employers and individuals. It is responsible, at the national level, for recommending improvements to all parts of the skills and employment systems, from Departments to agencies, to ensure they work toward the integrated objective that the Leitch Review recommended. (HM Treasury, 2006).
